    When the countdown starts, it’s accompanied by a flashing hand. That hand means “don’t walk.” Section 144 (27) of Ontario’s Highway Traffic Act (HTA) says “No pedestrian approaching pedestrian-control signals and facing a solid or flashing ‘don’t walk’ indication shall enter the roadway.” In Ontario, it's against the law to start crossing the street if the hand on the signal is flashing and you can be fined for this. In that sense, the countdown functions like a yellow light does for vehicles: don’t enter the intersection, proceed as promptly as is safe if you’ve already entered. With the added benefit of telling you how promptly you ought to proceed. Toronto’s countdown is meant to show the “pedestrian clearance” period" — the time it’s expected to take for pedestrians already in the intersection to get through it. If you do race across, you could get in the way of vehicles trying to turn left before the light changes. And they might not see you.
